QI material Percentage

Hi,
Did QI material configuration means that for any paticular laminate, each ply angle should share equal weightage of no. of plies in the entire laminate?
whether balanced and symmetric or not....what will be the QI material percentage for each ply angle of a laminate having ply angles [0 45 90].... will it be 33% of number of total number of plies, for each ply angle?
